San Diego County rules

  • Cover every load

CVC §23115: anything hauled for disposal or recycling must be totally covered so nothing spills or falls. Miramar charges $50 per uncovered load; Otay requires a tarp, rope or similar.

    California Vehicle Code §23115

  • Dirt, rock, asphalt: cover or 6 in

CVC §23114: rock, sand, dirt, gravel, asphalt and similar must be covered unless the load stays 6 in below the upper edge and doesn't peak above it. Loads going to disposal or recycling also fall under §23115's total-cover rule.

    California Vehicle Code §23114

  • No C&D credit at landfills

City of SD: "Material taken to a landfill is DISPOSAL." Credit only at certified sites, by ticket date. As of Oct 15, 2026: Palomar, Otay C&D 80%; EDCO San Marcos 75%; SANCO and EDCO transfer stations 67%. Rates change quarterly.

City of SD — C&D Debris Diversion

  • Get the ticket coded C&D

At transfer stations, tell the scale the load is C&D — tickets coded MSW, trash or refuse get 0%. Put the project address and permit number on every receipt. County jobs: tell the weighmaster the load is under the County C&D ordinance.

City of SD 2026 Certified C&D Facility Directory

  • City of SD: 65% + refundable deposit

Most building/demo permits pay a refundable C&D deposit and must divert 65% by weight. Refund is proportional to diversion; weight tickets are due within 180 days of final inspection. Roofing-only, fence, pool and single-trade permits are exempt.

City of SD — C&D Debris Diversion

  • County: 65% overall, 90% inerts

Unincorporated projects must divert 65% of C&D, including 90% of inerts. Keep a daily log of every load (date, material, weight, transporter, facility) with receipts; file the final report within 180 days of the CO.
