Where can I dump this in Orange County?

Every place a hauler can dump in Orange County — landfills, transfer stations, C&D and inert recyclers, green-waste sites, scrap yards and HHW centers — with what each takes, what it costs and the rules. Verified Oct 15, 2026 from operator rate sheets, County and city pages and CalRecycle records.

Strike: OC landfills closed to public self-haul

Since Oct 13, 2026, OC Waste & Recycling posts: “Prima Deshecha and Olinda Alpha landfills public self-haul access is unavailable until further notice due to picketing activity.” It doesn’t say whether commercial haulers are affected — call (714) 834-4000 before sending a truck.

Key findings

  • OC landfill gate rate is $92.70/ton for FY 2026–27 (was $67.76). Already approved: $100.40 from Jul 1 2027 and $108.10/ton from Jul 1 2028.
  • Clean broken asphalt at OC landfills: OCWR pages changed Oct 12 2026 and now conflict — call first. Free landfill asphalt has ended.
  • Ewles (Stanton, Irvine) takes concrete with rebar/wire and oversized pieces. Greenstone (SJC) is the closest inert yard to Dana Point.
  • Landfill tickets count as disposal, not C&D diversion. Madison (Santa Ana) and TVI (Irvine) are Dana Point's certified mixed C&D sites.
  • OC landfills need pre-tested soil certification for dirt over 5 cu yd or 8 tons. Clean mattress-only loads are free at all three.

Orange County rules

  • OC landfills: OC waste only

County landfills take Orange County waste only. Bring proof of origin: a contract, work order, bill of lading, permit plans or business license showing current work dates and the job address.

OCWR Landfill Fees (proof of origin)

  • Cover every load

CVC 23114/23115: loads must be covered so nothing spills or blows; waste loads must be totally covered. Fines up to $100, $200, $250; a repeat 23114 violation within two years is a misdemeanor. OCWR may cite or turn you away.

    CVC 23114 (California Vehicle Code)

  • CALGreen: 65% C&D diversion

The 2025 CALGreen code, in effect Jan 1 2026, keeps the 65% diversion rule for new construction and covered additions/alterations. OC's unincorporated-area program also covers demolition-only projects.

    CalRecycle CALGreen C&D summary

  • C&D permits: keep every ticket

OC cities commonly require a waste plan naming facilities and a final report with all weight tickets. Landfill tickets count as disposal, not diversion — green waste too. Fountain Valley allows no ticket corrections.

    Fountain Valley Construction & Demolition

  • At the scale: city + 'C&D'

State rules require the hauler to give the jurisdiction of origin at delivery. Tell the scale house the load is 'Construction & Demolition' (not trash or green) and check the ticket before leaving.

    14 CCR 18815.9 (disposal reporting)

  • Landfill soil: test over 5 cy

Since Oct 12 2026 OC landfills take untested soil at $92.70/ton, but loads over 5 cu yd or 8 tons need pre-tested soil certification: Soil Information Form plus lab results; letters about 3 days after results.

    OCWR Landfill Fees, FY 2026–27

  • Landfill asphalt: call first

OCWR's fee page says clean broken asphalt is not accepted at the three landfills as of Oct 12 2026; its Fee Exemptions page says standard fees apply. Call (714) 834-4000 or use an inert recycler.

    OCWR Fee Exemptions

  • Treated wood: 2 landfills only

AB 332 rules apply (they sunset Jan 1 2030 only if DTSC certifies by Jul 1 2028): treated wood goes to a Class I or composite-lined landfill. In OC: Bowerman (commercial) and Prima only, with an OCWR manifest, kept separate, no coated or painted wood.

    OCWR Treated Wood Waste notice

  • Asbestos: survey + 10-day notice

SCAQMD Rule 1403: survey before any demolition or renovation; notify SCAQMD 10 working days ahead. ACM ships in leak-tight wrapping with a Waste Shipment Record. OC landfills don't accept asbestos.

    SCAQMD Rule 1403

  • Appliances: refrigerant out first

HSC 25212: refrigerant and other special-handling parts must be removed by a certified appliance recycler before an appliance is crushed or disposed. OCWR tells haulers to take appliances to a metal yard.

    HSC 25212

  • Tires: 10+ needs registration

Anyone hauling 10 or more used tires needs a CalRecycle waste tire hauler registration ($10,000 surety bond), a trip log and manifests. OC landfills don't accept tires.

    CalRecycle Waste Tire Haulers

  • Scrap metal: ID + thumbprint

State law (B&P 21606, 21608.5): recyclers record a government photo ID and thumbprint from sellers of regulated scrap metal. SA Recycling also records the plate (and trailer) and your signature.
